Course towards the future: modernization of Kazakhstan’s identity

Kazakhstan has entered a new period in its history.

This year, in my state-of-the-nation address, I proclaimed the start of the Third Modernization of Kazakhstan.

Thus, we launched two most important processes of modernization - the political reform and the modernization of economy.

The goal is to join the world’s 30 most developed countries.

Both modernization processes have crystal-clear goals along with the tasks, priorities and methods to achieve them. I am confident that these will all be achieved fully and in time.

However, they are not enough on their own.

I am sure that the large-scale reforms that we have started should be complemented with advanced modernization of our - nation’s identity. This won’t just complement political and economic modernization but provide its core.

It is worth mentioning that over the years of independence we have adopted and implemented a number of large programs.

That is why I decided to share my vision of how we can take another step towards the future together and our nation’s identity to forge a single nation of strong and responsible people.

Based on the proposals of universities, an initial list of textbooks was formed in the amount of 800 items.

The selection in accordance with the developed criteria was carried out by 17 working groups , involving more than 90 specialists.

For the implementation of the translation into the Kazakh language, publication and distribution of textbooks, the non-profit foundation “Altty Audarma Burosy” was created.

The translation was carried out without abbreviations, additions and changes in the meaning of the source text. All indicators, figures, diagrams and tables are translated into the state language.

In 2017, 18 of the world's best textbooks in the field of socio-economic and humanitarian knowledge were translated into the official language and presented on CDs .

The official website of the project 100kitap.kz has been launched . The site contains detailed information about the project, a list of translated books with a description, as well as the composition of the working groups.


The project “Tugan Zher” consists of four subprograms: “Terbie zhne bilim”, “Atameken”, “Rukhani Kazyna”, “Akparat toliny”.

  • Тәрбие және білім" - the upbringing of a harmoniously developed personality in the spirit of Kazakhstani patriotism.

  • “Atameken” - strengthening of Kazakhstani citizenship and a sense of responsibility for the fate of their small homeland.

  • "Rukhani Kazyna" - a revival of interest and respect for the traditions, history and culture of the native land.

  • “Aparat toliny” - the creation of an information infrastructure for citizens to participate in public monitoring of ongoing projects.

The project has implemented more than 700 projects throughout the republic.

More than 51 billion tenge of sponsorship was received through patrons .

In 2017, as part of local history work, 735 objects were improved and restored.

In total , 1438 facilities were commissioned as part of the Tugan Zher project .


As part of the preparation and preliminary discussion of the draft of the new alphabet, more than 20 scientific-practical and scientific-methodological forums were held, in which more than 2.5 thousand scientists and public figures took part.

To involve the society and inform it about the work, about 2 thousand articles were published in the media, more than 1800 informative materials on social networks.

The developed version of the alphabet was presented at the Parliamentary hearings “On the issues of introducing a single standard for the alphabet of the state language in the Latin script”, which took place on September 11, 2017.

The final single standard of the Kazakh alphabet in the Latin script was presented during a meeting of the Head of State with members of the working group on October 9, 2017.

On February 19, 2018, the Decree of the President of the Republic of Kazakhstan “On Amending the Decree of the President of the Republic of Kazakhstan dated October 26, 2017 No. 569“ On the translation of the Kazakh language alphabet from Cyrillic to Latin script ” was approved. The decree approved the new edition of the alphabet.

To organize further work on the project - the introduction of a new alphabet in various fields, a National Commission was created to translate the Kazakh language alphabet into Latin script.

In March 2018, by Decree of the Prime Minister, an Action Plan on the phased translation of the Kazakh language alphabet into Latin script until 2025 was approved .


On the basis of the National Museum of the Republic of Kazakhstan , the Center "Kazietti Kazakhstan" was created.

Within the framework of the project, a Scientific and Expert Council of 40 scientists and public figures on the selection and systematization of national and local sacred places was created.

A List of objects of national and regional significance was developed; 185 objects of national significance with annotations were identified.

A virtual map of sacred objects with 3d tours of sacred objects of national importance was developed . The map provides brief and complete information about historical sites.

There are 4 films in production about the Sacred Objects of Kazakhstan with duplication in 5 UN languages.

A joint project was launched with National Geographic, Viasat History, Discovery on the filming of the popular science documentary film "Kultegin".


The project aims to build systematic work to popularize Kazakhstani culture abroad, and to create sustainable channels for intercultural exchange.


Within the framework of the project , the collection and systematization of works of Kazakhstani culture created during the independence of Kazakhstan, distinguished by novelty, originality, and also meeting the aesthetic and artistic tastes of modern society, was carried out .

  • In the field of literature, 193 works were selected.

  • “Theater, cinema and choreography” - 56 works.

  • “Classical and traditional music” - 66 performers.

  • “Fine Art” - 177 works of famous masters and contemporary artists.

In 2017, at the UNESCO Headquarters in Paris, a presentation of the Rukhani Zhagyru Program was held. As part of the presentation, various events were held that demonstrated to a foreign audience the various areas of Kazakhstani culture.

In order to popularize domestic cinema, Days of Kazakhstani cinema were held in the USA and Italy with the screening of 7 films.


To promote the domestic achievements of classical and folk music , foreign tours of 7 leading creative groups in 10 countries of Europe and Asia were organized.


The Dalatunes project has been implemented - an Internet resource that provides digital access to the best Kazakhstani music. During 2017, 13 thousand musical works, 1.2 thousand notes and 1.7 thousand chords were downloaded .


An online radio project Dala sazy has been developed and is in the launch phase, which will familiarize domestic and foreign audiences with Kazakhstani music of various genres.


Currently, work is underway to translate anthologies into the English language on the genres of literature “prose” and “poetry”.


The First International Literary Competition “Ruh” was organized , aimed at identifying new talented authors and works capable of presenting Russian literature at a high level. At the State Museum of Art. A. Kasteeva from the total museum fund of 24,813 units, 13,700 units were digitized. 39 602 units were digitized in the Central State Museum of the Republic of Kazakhstan (out of a total fund of 266 500 units).


302 candidates from all regions of Kazakhstan were represented in the voting, in 6 categories according to their fields of activity: science - 45 people, sport - 42 people, society - 85 people, medicine - 46 people, culture - 37 people and business - 47 people.


As a result of the vote, more than 340 thousand Kazakhstanis cast 1 million 376 thousand votes for their favorites. A nationwide online vote determined the 102 winners of the “100 New Persons of Kazakhstan” project.


On December 1, 2017, a meeting was held between the Head of State and the participants in the Project, in which representatives of various fields of activity spoke: “Culture”, “Science”, “Medicine”, “Business”, “Society”.
